How to secure the bolts on the toilet to stabilize it?

turn off the water to it,unscrew and lift off,turn upside down and use wall scr to clean off,clean off the old wax seal and throw away,pull up the floor down to the beams,put new 2 by 8 down and rub in motor oil to keep termites away,put down new capsheet(plywood), adjust the sit pipe with metal tighteners under the house,use a level to make sure thetop of the pipe is even,make sure it is clean,usinf wire brush/sand paper.lay new wax ring and place the toilet after you use a grey toilet scrubber on it to whiten it up
