Can you be bilingual even if you are weak in some aspects of a language (such as writing)?

Consider the millions of people in the world who are completely illiterate; you wouldn't say they weren't fluent in their native language because they can neither read nor write it at all. I see nothing wrong with you calling yourself bilingual.
