Help on having a rave themed 16th birthday party..?

Well I've been thinking alot about if I wanted a party at all since I didn't do anything for my 15th birthday and I guess I decided that having a rave would be the best and the funnest for me and my friends. I'm just wondering where I could have it? Can I have it outside in the backyard? I was thinking of covering an area with black plastic and yeah having a dj with of course rave music. And I know blacklights aren't expensive, but can I hook em up or whatever outside somewhere?? And what do I do about about those cool looking lights ^_^ can I rent some? are they expensive? thanks everyone who answers! :D
