Does the US Congress need a single subject rule?

It won't work because then there couldn't be any political bargaining. The way bills are ped is that one legislator gets what he wants in exchange for something else. The way you would have it set up would not eliminate the need for bargaining, but instead result in nothing getting ped because legislators would fear that the favor wouldn't be returned in a separate bill.
